During the 1970s, when domestic satellite communications were being established in the United States, the 6/4 GHz band became the primary radio frequency for satellites. The standard earth station facility featured antennas of 10 m to 30 m diameter for long-distance trunk circuits. Smaller antennas, however, were feasible for the distribution of television and audio programme material to cable television systems, broadcast stations, hotels and other points for retransmission and reception. This application grew into a large business for satellite equipment suppliers. Thousands of earth terminals with 4.5 m to 6 m diameter antennas were installed within a few years. All public, noncommercial television and radio broadcasting stations became interconnected by satellites for distribution and interchange of programme material. Many commercial establishments followed this example, enhanced by the development and growth of satellite news gathering (SNG) for the immediate distribution of news, sports and other events of interest to the public. Early in the 1980s, satellites began operations in the 14/12 GHz band. Unlike the 6/4 GHz band, which had to be shared with terrestrial radio services, the 14/12 GHz band was allocated by the United States Federal Communication Commission (FCC) to the domestic FSS on a relatively exclusive basis. The objective was to encourage the growth of satellite communication applications. Another attractive feature was that earth station antennas one-half the size of 6/4 GHz systems were feasible in the 14/12 GHz band. These conditions were instrumental in the phenomenal growth of satellite communications during the last decade. Narrow-band digital applications (SCPC) expanded when it was demonstrated that user premises earth stations with 1.2 m to 2.4 m diameter antennas were feasible.

Studies are being performed in numerous countries in an attempt to reduce the bit rate for telephone signals. This essentially means resorting to more sophisticated coding techniques than 32 kbit/s ADPCM coding; speech coding algorithms are being developed with two main interdependent objectives: a reduction of the bit rate assigned to a speech channel without degrading quality. This objective is of particular importance for radio systems which are limited in capacity (in terms of the number of channels or, alternatively, of the frequency bandwidth used); an enhancement of the quality of the signal transmitted without unreasonably increasing the bit rate; this approach is a key factor in the development of services such as teleconference, audioconference and videoconference and, more generally, new multimedia services (see 3.3.1.4.5 above). waveform coding techniques, attempting to approximate the speech signal as a waveform, were the first to be investigated and are widely embodied in standards; for example, adaptive differential PCM (ADPCM) coding was standardized in 1984 (ITU-T Recommendation G.721) for bit rates around 32 kbit/s, and uses two signal processing techniques: prediction and adaptive quantizing (see 3.3.1.2 above); parametric vocoders, attempting to model and extract the pertinent parameters from the source, and transmit them to the decoder where they are used to reconstruct a waveform in order to produce a sound similar or close to the original. The drawback when using purely parametric techniques consists in their sensitivity to the environment of the source (especially background noise) and the deterioration of the natural qualities of the voice.
